Carmen Caldwell has been the executive director of Citizens’ Crime Watch of Miami-Dade since 2000. She is a crime prevention practitioner certified by the Florida attorney general's office. Carmen oversees a program that has more than 800,000 crime watcher volunteers involving more than 47,000 neighborhoods throughout Miami-Dade County. Citizens’ Crime Watch of Miami-Dade has been a nonprofit organization since 1976 and is funded by the Miami-Dade Board of County Commission, grants, and donations.

Carmen has been involved with Neighborhood Watch since 1985, when she was appointed by the organization as the co-chair for the City of Hialeah Neighborhood Watch. Before coming to Citizens’ Crime, she was a councilwoman for the City of Hialeah from 1991 though 1999. During those years, she also was the crime prevention coordinator for the Hialeah Police Department, implementing safety programs and Neighborhood Watch for the city, which is 98 percent Hispanic.

Carmen is an advisory board member of the National Sheriffs' Association “USA on Watch” Advisory Committee, raising the awareness of Neighborhood Watch programs across the country. She is also the chair of Miami-Dade Criminal Justice Council, member of the Miami-Dade Youth Task Force, a member of the Mayor’s Strategic Planning in Public Safety, the South Florida Crime Prevention Association, and was the former secretary for the Florida Crime Prevention Association.

Her 28 years in the crime prevention field has taken her to Paraguay and Santiago, Chile, by request of the State Department and the governments of these countries to train their police in developing Neighborhood Watch programs. She has also trained police officers from Haiti, France, Jamaica and South and Central America. Carmen has been a presenter at many national and state conferences, such as National Sheriffs' Association, the National Crime Prevention Council, the Florida Attorney Generals Conference “Preventing Crime in the Black Community,” and the Florida Neighborhood Association, where she showcased their Neighborhood Watch in Multi-Cultural Communities workshop.
